Why draw extra portraits when you can display the character on the screen? They animate themselves in a way that a basic artwork portrait doesn't do. SoS has the characters "animate" by popping up sparkles or other things on the static image, while in Harvest Moon the characters wave their hands, nod their heads back and forth, and so on.
Portraits are really not necessary when they've already made the effort to display the characters on screen along with the dialog. Besides, making portraits would be too similar to the SoS series, and if they're making Harvest Moon a stand-alone title, why mimic a feature that was previously used.
The character models here are also a bit more characteristic and cartoony (compared to SoS and ANB), with a large emphasis on the face, so using the models to do the talking isn't that much of an issue.
Imagine if ANB used the generic blockhead models to represent the characters in dialogue, that would've been like playing My Sims.
CeeCee confirmed in Natsume Community Forums that it will be opposite-« Chicken Hugging » marriage only. She says equal marriage is a common topic of discussion, but didn't go farther than that.

I always did prefer having portraits instead of displaying the characters directly on the screen, but I guess it worked pretty well in ToT and AP so hopefully it'll work just as well here?
I do kind of prefer the more realistic, less cartoony designs of previous games but I guess their style is always changing and evolving...
