They pretty much have to be there they same time as you or you get incredibly lucky. I have done it a few times with other online friends, so I know.

I traded a snorlax over GTS for a shiny Weaville with the pokerus... I don't really trust it, though, so I'm giving it to my sister for her living dex. It's probably safest sitting in a PC box, lol.
I'm also wonder trading bunches of Stufful as I try to breed for perfect IVs.

My very first shiny, and it's a shiny Bagon luckily its shiny form is color green, and that's my favorite color!! I caught it while SOS chaining when I was looking for a Salamence

You're not the only one. Seems a lot of the 'special' evolution methods are just not given to the player at all, leaving us to depend on FAQ's to get it right. Now maybe, maybe there was some NPC that made some comment about 'only females evolve', but if there is I missed it.
Now, like I have in the past, I play while referencing an FAQ to make sure I get things right which unfortunately takes away a lot of the experience of discovery. Just wish these special evolutions were more spelled out in game.
