Fantasy Life has one of the careers as a fisherman. Course you'll also need to gather wood and learn to woodcraft to make better fishing poles and such, but the fishing was fun and you could keep mounted trophies to put in your house(s). But the game has a whole lot more going on so I wouldn't call it just a fishing sim.
Same goes for Rune Factory, Harvest Moon and similar games have fishing, but many other things to do.
Not sure there's been a good fishing sim rpg since the old GBA days. Maybe that's something some developer need to look into. I love fishing games so I'd be interested.
What system are you wanting to play on?

Yeah River King Mystic Valley was the last fishing RPG I can think of that I played, but it didn't have an actual town with stores and stuff, just a few NPC's and such.SakunoHaru wrote:River King? but its mainly on fishing, i believe fogu have river king guide
Animal Crossing also has fishing ... but again not the main theme to the game.
Seems a lot of games have a fishing feature, but not fishing as the main feature. Again I would like to see one, it's been a while.
