Is there any way to walk directly from one town to another without having to go all the way around? I haven't been able to find anything but I could just be missing it.

It's not that far of walk of course, just becomes a bit of a nuisance when trying to do part time jobs and the like

Yes. Once you unlock Tsuyukusa at the beginning of Summer, you will be able to go between Westown and Tsuyukusa, and between Tsuyukusa and Lulukoko.

Also, at some point you unlock a taxi service that allows you to go to any screen from any town (by paying, of course).

also, if you're doing part time jobs and you take one that 'starts immediately' in a different town, it will warp you there
