I'm confused about Inari's confession Love Event...

The page for Inari's events says I need the proposal comb, but I have no idea how to get it since dating Inari is not an option and as far as I know you have to date someone to the point of proposal to unlock it.
Do I have to date Yuzuki or Hinata first? I hate the idea of dating them only to break up, but that's all that Ican really think of.
I'm still working on befriending the foxes so that might also be a reason I can't get event, but from what I understand I'm only missing the comb and the fox's FP. I don't see how befriending the fox would unlock the comb so I doubt it's related to the lack of access to the comb.
I'm at a loss.

I didn't even realize it since I'm used to buying the proposal item when everything else has been done.
