When will you be able to start sending letters to people? I'm at the end of Summer Year 1 and I still get the "we're closed" dialogue when I try.

I don't remember the exact day, but it was at the beginning of Autumn year 1

It opened around the 5th of Autumn for me. It's one of those things that will happen automatically when exiting your house in the morning.
