Sorry if my memory is foggy, but I think they had bears as wild animals you can befriend in an earlier harvest moon? Pretty sure Eagles are a first, though some other birds were there.

Well, I wouldn't blame you for not noticing them before.
You can't interact with the eagle, it simply circles around the valleys high on the sky. Though you can get very close to it if you go to the highest level.
