I haven't met them yet, and I've looked in every part of town, the mountain and parts of my farm I can reach. I have met the Harvest Goddess. But every time I try to enter either Gareth or Tabitha's homes it says "Maybe I'll come back later." And all I can find anywhere online says you'll meet them after meeting the Harvest Goddess. So where do I find them for the first meeting?

They spend most of the time in their houses, at night Tabitha can often be found by the flower shop, and Gareth at the bar.

Just try visiting at a different hour, maybe.
