How do we get ice? I can't seem to find it at any store. Is it made or is it purchasable?

Your 'finding misc' pet can also bring you ice, I believe. I'm in Spring right now so I can't test it, but I believe mine brought me ice a few times in winter. But even so it'll never go about 2.5 stars. 
EDIT: I thought it'd only be possible in winter, but my level 10 affection, level 8 'finding misc' skill chihuahua just gave me 5 ices, and it's mid spring.
