Because they were already answered, topic was old, or the question was stupid.

EDIT: or there was already a topic about whatever the another topic said.

for example, there was a topic about, who is going to buy this game. and then you created another topic about it. It would be locked.

Also, topics are locked if:
a flame war occurs
a spam breeding ground develops
It was a bumped topic
it was accidentely asked twice

The old topics are locked after ten days of nobody posting in them because anonymous fishes and newbies like to bump them...There were some topics over a month old and even a year old that were being bumped...Thats why..
