How to trigger night lightning event?

I know cher’s guide says it will happen but I have been trying 1+ years to no avail. Help please, how do I trigger this??

That's one of the events that trigger based on prior choices in earlier events, as I understand it. You've to answer negatively during the initial goal event, and then days later another event triggers where you have to apologize. Then that path leads to the Night Lightning event.

20 years ago I didn't know there was a path of events for players to go down. I only recently learned about this year as I was importing books to fill in the missing holes in my collection.
