You need to make the beverage maker in Bluebell, to make either of those yourself, but you can get wine from some of the quests, and from winning the food festivals up until around the time of the first tunnel expansion. Or syrup, as wine is called in the European version.
Before the beverage maker, especially if you start in Konohana, unlocking Alisa and doing her requests are the easiest way of getting wine. Actually, it might still be that afterwards, considering how long the makers take to complete some items.
