Is it necessary to buy new fishing rods

https://fogu.com/rk5/valley/equipment.php has a list of new equipment available. I am trying to get the card that will allow Ren to help. Though the biggest fish does not seem to be attracted to the bait. Do you need different bait or rods to get it?
