Takakura gets that for you sometime in summer-fall. Someone told me that it depends on how you treat your animals...but I'm not so sure about it.

Can you take your cat outside, or even pick it up? My cat hates being picked up! (he's a tough guy!)

Yes you can pick your cat up and if you equip the little red glove you can pet it using the touch pad. The cat can go outside and run around, but you should bring it in if it's going to rain.
