I'm not completely sure
The save data for the FoMT games are interchangable between the two language versions; If you have a saved game of FoMT-JP you can upload it to a copy of FoMT-EN and it will work just fine. It's how I was able to continue playing my FoMT-JP game when FoMT was released in English 8 months later. It's been the same for the earlier versions of HM on Gameboy as well.
Since the DS just copies over the save data from the game, I really don't know if it will work or not
You only need to plug it in once in order to get the girls to travel back and forth.
Either copy of FoMT will work with SS
If you have an English copy of FoMT you might as well give it a try. All you have to do is put the cartrige in the DS' GBA slot and play through SS like normal.
