There is a known problem with the silver fishing rod.
No need to be rude to other people and say "DUH" in response. They are only trying to help you. Don't be rude. They are just trying to figure out what could be the problem. Uncharged fishing rod = More likely to catch small fish. Thats why she asked. There are some people that are new to the game and do not know that they have to charge the items when they are upgraded.
Just wait to upgrade your fishing rod to gold. There seems to be a glitch with the silver one not being able to catch fish.

To be honest, you'd probably be better off waiting and upgrading to Mystrile level. That way, you can catch fish of (almost!) all sizes.
