You need to talk to the old man who shows you how to catch a Pokemon, and then fly there and surf along the edge...

I forget if you have to agree to watch him or not...

Oh! And you can catch Safari Pokemon there, too. You just have to enter the Sarfari Zone, complete it/exit it, and the fly to Cinnabar. Viola, Safari Pokemon!

Or was that along the edge of the Seafoam islands...

You need to agree to watch him teach you how to throw a pokeball to do the trick.

And I think it was Seaform Island only, where that Safari Zone trick worked.

I read a very good (and very detailed, nerdy) explaination of why that glitch works... It was very interesting but it required some understanding of how games work and how tables are done internally in the programming and such. If I find the article again I'll post it here for anyone interested.
