Voice chat already exists in HM: Island of Happiness, so this isn't new for a Harvest Moon game.
It sounds like if they're using the same main characters and adding a few things, this is just Kimi To Sodatsu Shima version 2, much like how there was two versions of "Magical Melody" in Japan.

That being said, you would most likely have to go through a long Friend Code process to make sure that some idiot doesn't start swearing at you.
But yes. As previous games show, Marvelous is drawing a blank. Running out of ideas. Rune factory and Innocent life are just a leg for the HM games to stand on.
They are repeating games, and instead of being able to play as either a boy or girl, like Island, FoMT and AWL have been milked dry with the two games that followed them, the one where you can play as a girl, but not a boy. Two games instead of one, it saves them time.

That's apparently where they are going with the new "online" game. Part of the base for HM is to interact with other townspeople, but you can only go so far with that in game before you've done it all.
If we could all visit eachother, that would be a blast! Imagine being able to randomly visit someones farm and hang out.
I'm not sure about the marriage part. That can get very... weird.
The new artwork of Mark (Max is his name in the English version of Island, apparently) and Chelsea is really cute. Nothing we don't know has been posted on the page so... We wait?

Seriously. Have you NOT played the older games and Innocent Life.
As for this game...Huh I guess Chelsea and Mark are pretty popular if their returning as main characters(Like Jack and Claire/Jill/The Blond One/The Only One I like).
And I have nothing more to say. Not much info to go on.
