No, the cannot. The only times they ever have been able to I believe was in HM64 the wife would water some crops or collect eggs depending on who you chose and in ToP where your kid can help (though I don't know the details of that).

In TOP, you basically assign your child chores like water, pick crops, feed animals, and the like.
