How Do I Get Lily, Darshan, and Ceffiana Back Into Town?

They left, and I need them back in order to get Chelsea into town.

They will return about a month after they left if:

Lily - Ship 50 or more fish
Ceffina - Ship 10 or more items from the mine
Darshan - Returns with Ceffina

Does everyone have to be present in town for Chelsea to come? And how do I get Pierre back in town?

I believe you just have to meet them all, not have them all in town.

My town is at fifty percent, I've met the main characters, and all of the bridges are built.
