That is a QR Code, which are used with mobile phones in Japan. You can take a picture of the code with your phone, and it contains a url or other information.
The url in that code is http://www.mmv-mobile.jp/bokukira/ , but it does not work with my phone. It may be that the site is not available yet, or my phone can not access it. The browser that comes with my phone does not have japanese language support; I can get to MMV's mobile site but none of the japanese text appears.
There is also one for Rune Factory 2, but I have about the same luck.
