Nope, this is a program you run on your computer. It's not created using web technologies.
It does use a few libraries that are not part of the program itself; in order for it to function, you'll need to download the .NET Framework 2, at least. You can Google that and get it from Microsoft's site without a problem.
After that, it works beautifully.
