Cute: Do cursed tools skip assigned levels?

Okay, I have all mystrile tools. I've obtained the cursed watering can on floor 24, and now I'm on floor 35 and I'm not finding any cursed tool. I've reloaded and tried a couple times.

Now, maybe I have badluck, or do tools skip levels?

Example: There is (quoted from the site) "Floor 24, 35, 48, 52, 68, 71, 87, 99, 106, 118, 124, 135, 142, 153, 162, 178, 185, and 197" that the cursed tools can be on. As you can see, there are way more floors than tools. So I got one tool on 24, and I can't find a tool on 35, so the game skipped 35 and I will never ever find a tool on that floor, even if I keep reloading on the previous floor and descended again?


EDIT: Okay, I was just having bad luck, I just found a tool on floor 35. D:

I got every one of my cursed tools on floor 24.
They are not on certain floors like in FoMT.

sometimes, it takes a couple of reloading before a tool appears on that floor.
