befriend flora until she is at a blue heart and trigger her event and it will appear down near Nina and Galens house

You have to be at 250+ FP with Flora if you have cute. I'm not exactly sure where it is. Look on the Fogu.com guides.
Edit: yes I know Owen_hmpro posted something like this but I can't erase it, I wrote it at like the same time.

Her favorite item is rainbow curry. Look
here for a list of her favorite items. Or you could just show her your cat and dog over and over, but that's only 1 FP every time.

Give her [ on her birthday, winter 16 ] her favourite item, which will multiply the item's points by 5 on that day
