who is the exactly time and day that she comes???

Perhaps you should try and give her a few of her favorite items to activate the Heart Event?

Fish must think that Poppy likes Kai more... But really, that event is very difficult to get 'cause it only happens on Sundays when Poppy is at the Church and never in the Summer, 'cause then, Poppy is with Kai at the beach and never at the Church in the mornings.
