You can get Tartan in your second chapter. Be friends with Takakura and visit him in his house a lot and eventually he'll bring it for you.

You don't have to be friends with him. In chapter 1, I gave him nothing. In chapter 2, I got it on the first day. Just visit his house from 3pm to 5:30pm.
