You have to wait until completely after the splash. Your bobber has to go completely under, then come back up, and everything must be over with before you press A. Try waiting a little longer - that's probably your problem. But don't wait too long. ;) You'll get it! I had trouble at first too, but now I'm a master fisherman. ;)

Also, stand next to Carter's tent. Then walk upwards until you can't go anymore. Then fish there. It seems like your fishing in the big rock. That is a great fishing place. Every real time minute there is a bite :)
