Because that's the way they designed it - your cow gives milk for 40 days. To get it to give milk again, you have to impregnate it. It will then produce a special "mother's milk" for ten days or so, which you must feed to its calf. Then it will begin producing regular milk again.

Well it's just once a year, but yeah, it is pretty annoying. If you have a bull will it automatically get pregnant when it stops giving milk?

Or are you just saying you have the bull and you're trying to milk the female cow? You have to go to the ledger (the thing in the shipping room with Takakura's picture) and get your cow seeded by your bull. Then it will become pregnant, and once it gives birth you'll start getting milk again.
The tried to make this game as close to real life as possible, and in real life, cows only make milk for their babies. They just make way too much, so we take it
it gets annoying after a while.
