I'm planning for ToT and one thing i noticed is that you can buy produce from souffle farm just like in MM. My question is can you buy the produce year round? ex. Buy fall vegetables in spring. If you can this might really help with the trees.

No you cannot buy crops from year round. You can only buy spring crops in spring, summer crops in summer and so on.
