Lhasa, Liotto, NeoTokio, YunKou, and Mosque are unable to expand and grow. Kienz is no where to be found in those towns, so he is unable to give an economic forecast. Kienz can be found in Loire, Litz, Freedom, Nirlake, and Suncoast. These five towns need certain requirements finished before they will visually expand. Some have two stages of expansion and others have three.

• To reach Second Expansion:
• When the elections come, vote for Jean as the mayor.

• To reach Third Expansion:
• Take the Clothes from Merily and give them to The 3 Girls in Freedom.
• Take the Painting from Matis and give it to Rich in Britain.
• Help Pierre with the invention of the Camera.
• Take the Wine from the Winemaker and give it to the girl in the pub in Freedom.

• To reach Second Expansion:
• Give the sailor in the cannery the Tin Sheet that you find on the floor in Will's house in Nirlake.
• Take the Tinned Sardines from the cannery and give them to Stoma in Freedom.
• Buy a Crystal from the nomads in the Sahara Desert and give it to the artisan who is making an ornament for the church.

Theory: Litz may go into a third expansion, but it's been difficult to prove.

• To reach Second Expansion:
• Check on Bell's girlfriend who lives in Nirlake. Upon returning back to Bell's house, tell him the truth. He'll go to the pub to drink away his sorrow. Talk to him again and he'll start working on his invention.
• Help Eddy by pushing on his machine.
• To reach Third Expansion:
• Help Bell get his new invention working.
• Help Eddy by pushing on his newest machine.
• Travel to Yonkou and investigate why metal prices are so high. When finished, Will well be able to build his airplane. He will move his shop from Nirlake to the suburbs of Freedom.

• To reach Second Expansion:
• Work with Stoma on creating the Hamburger.
• To reach Third Expansion:
• After Beruga is awakened, Nirlake will request the help of 9 people through out the world. It's up to you to deliver all 9 letters to the proper individuals.

  • Eddy in Freedom.
  • Cannery owner in Litz.
  • Pierre in Loire.
  • Matis in Loire.
  • Winemaker in Loire.
  • Marily in Loire.

• To reach Second Expansion:
• Take the Airfield plans from Will in Nirlake/Freedom and give them to the Tourist Council.
• Take the Tasty Meat from the cattle rancher and give it to Stoma in Freedom.

Note: After you help Pierre with his camera, go to the expandable towns and take pictures. Then take the pictures to each town's Tourist Bureau.
