Philip runs the place where you can purchase animals for your farm. He also sells the Grass Seed you can grow to make Animal Feed using your Feed Maker machine. Grass is less expensive than Animal Feed, and you realistically only need to water it the seeds one time for it to grow into Grass after 3 days.
All the available farm house pets unlock at the end of Chapter 3. Looking through Philip's inventory of pets will add an entry to the Encyclopedia, but the barn animals need to be purchased or bred to unlock their Encyclopedia entry.
