At the beginning of the game, you'll view the town's innkeeper and his son leave the village to set up an inn in the city. Hossan and Niko will only be gone for a while, until you build the Inn during Town Restoration Plan #3. The Inn requires 20 Small Material Stone, 80 Material Stone, 35 Lumber, 5 Silver, and 10 Glass. Hossan will move back to Echo Village once you've completed construction of the Inn. Where did he live before he left? *shrug*

There really isn't much to do with Hossan. He doesn't give a blueprint, gift, or anything that would benefit your farm. Hossan is only involved in one random event, and that's about it. You can pretty much ignore the innkeeper and just let your festival wins help to raise his friendship.
